Deaf/Hard of Hearing Drivers License?

I am uming that all states have to allow Deaf people to drive, considering the Americans With Disabilities act. In Ohio, where I live, Deaf people can drive, they just have to have a code on the front of their license saying that they are deaf, that way when you get pulled over, the officer knows you are not lying! Also, Deaf drivers in Ohio must have all three of their mirrors in place on their vehicle. You should be able to contact the Bureau of Motor Vehicles in Pennsylvania and find out from them. You may have to send an email if you can't contact them with TTY or VP.
