Why is my processor so loud?

Trust me, it's the processor. I can hear this constant buzzing sound coming from my laptop when my computer is idle but when scroll down a webpage (or something that nothing to do with an I/O) it becomes more of a low hum. I can distinguish the sound from my hard drive and other parts of the laptop, and my makes crackling noises but it's not constant. It's very annoying. It's coming from the under side of my laptop on the right (front) whereas the hard drive is on the left (front) and the fan is on the left (back).
