Why doesn't SA legalise cannabis like Holland?

If SA legalised cannabis it would provide a great revenue for many rural areas, a medicinal plant, a raw material for producing ropes, textiles, cords, paper and sustainable products. It would decriminalise a huge sector of otherwise law abiding citizens and would certainly bring a lot of tourist revenue. This would also allow the police and authorities to tackle mandrax, crack and tick which are EVIL! Look at the Netherlands, they have had legalised coffeeshops for over 30 odd years or more and they are a prosperous and modern nation with a relatively low rate of drug addiction and crime. I have noticed here in Britain legalising weed and prohibiting alcohol would go a lot further to stop violent crime... the Brits seem to like getting off their faces and beating each others' brains out as a Friday night activity.... the drunkenness is appalling....!
