Who are the people outside the courthouse?

I was on jury duty and every day I would go to court I would see a group of people standing in front of the courthouse. They were all just standing there listening to one guy and it sounded like he was saying numbers and had a little radio. Anyone know what these guys were doing? Maybe trading stocks or something?
