How do I keep the kids out of the tree?

Talk to the neighbor about the problem, and perhaps the relvant landlords as well. It may be that all the adults are in agreement that the lower limbs should be removed, for humane and/or liability-related reasons. If such agreement exists, then it's just a matter of some sawing. Without the lower limbs, the kids won't be able to get up into the tree.
