Do you think President Park Chunghee was thinking about democracy when South Korea was somewhat stabilized?

President Park Chunghee was considered a dictator - a good dictator... He's the main reason why South Korea is not a third world country anymore.. However, some people hated him (or still do hate him) because he did not give democracy.. He was a smart dude and he knew what was best for South Korea at the time.. If he wasn't inated and somewhat stabilized South Korea like the United States, do you think he would've gave democracy to his people???
