Unfair privileges for owners of hybrid vehicles?

It's a policy decision to encourage the use of hybrids. If you don't like it, lobby the city/state that made the law and persuade them that the better policy is to change it. This is how the democratic process works -- policy decisions are made by weighing the different options, advantages and disadvantages and coming to a decision that reflects the highest priorities.
